Key Stage 1: can we divide level 3 into sub-levels?

How can we record the differing abilities of level 3 pupils at KS1? Are there any plans for level 3 sub-levels? Schools can use sub-levels – 3a, 3b and 3c – for their own purposes, although the DfE does not officially recognise them. There are no specific plans to introduce sub-levels for level 3.
